I too thought that one of the great lessons of the Path was how inept government is. It is the nature of government. Heck it sort of worked for Cliton, he ignored AQ and the big attack came after he was out of office.

Yep, you've always got massive layers of bureaucracy. Everybody spends their time making rules and regulations.
