The Attorney General's July 1995 procedures concerned FISA information developed in an FBI intelligence investigation.This, however, was NSA information.These particular caveats were the result of the Justice Department's and NSA's overabundance of caution in December 1999. During the millennium crisis,Attorney General Reno authorized electronic surveillance of three U.S. persons overseas. Because the searches were not within the United States, no FISA warrant was needed. Reno approved the surveillances pursuant to section 2.5 of Executive Order 12333 with the proviso that the results of these particular surveillances not be shared with criminal investigators or prosecutors without the approval of the Office of Intelligence Policy and Review.

Anyone recall who headed the Office of Intelligence Policy and Review during the Tonn admin?
