With 20/20 hindsight, it is clear that both civilian and military intelligence did not know what they did not know about the magnitude or direction of the terrorist threat.
Working from that construct, the Clinton administration acted from a law and order position, which was logical in view of the need to secure US and World public opinion.
The rational approach was to attack terrorist cells wherever they could be found to neutralize their threat and learn of other threats. This was the more effective lifesaving preventative approach.
It also risked the support of World and US public opinion. Bush took the risk to protect the citizens, Clinton did not.

Clinton did not take the risk, because it was risking FOREIGN DONATIONS TO THE DNC, and he didn't give one *** D*MN about American Citizens.
