Tenet was the head of the FBI who stayed on after GW took over and later wrote a quite REVEALING book (My FBI) about Clintoon's antics. (I'm quite sure he was the one, HELP, someone? I'd hate to give the wrong info!)

Tenant was head of CIA. Louis Freeh was head of FBI, and the guy that wrote the book you are thinking of.
