The movie hinted (but did not state) that the Pakistani Intelligence Service (their CIA) is the branch of their government controlled by Osama sympathizers.
Presumably they would have to be notified of incoming missiles (or may well have the Prime Minister's office bugged.)
That is why the only information we should have been sharing with Pakistan was disinformation.
