ABC said all edits were finished by Friday night.
They edited things (like flow etc.), but I doubt they would run two versions.
Apparently, they did not edit out the scenes the Clintons are complaining out (if they are in fact running the Berger hang-up scene etc. overseas).

What is the facts surrounding this, did Berger, in fact hang up on them, or is this just representative of him not giving permission in general?

There probably was editing but how about this . . .
After ABC decided to run without commercials, cuts from the editing room floor would have to be pulled in to make up for lost time. Then they would need to re-sequence to the time allowed.
All this would allow them to honestly say they were editing while gaining the most free publicity possible as well as keeping those that wanted substantive changes at arms length.
Perhaps a little crazy like a fox - after all, they are a business.
