You might not like it, but these matters are an executive function. The legislators are mere after the fact kibitzers, who will fall into line, in a crisis, as defined by the executive branch. In fact, in real time, most in the capital dome don't have a clue what is going on. The name of the game is intelligent leadership. It is a tough job, a job that requires a calm and steady and forceful and focused intelligence, and an ability to rally the nation when in need, by word and deed.
