And of course, how does one blame President Bush, really, for the "failure" to get OBL at Tora Bora, which took place during an active campaign in the war? It wasn't as if anyone in Washington was giving yeas or nays to operations that were now under military control. Are they blaming the military? Tommy Franks? The fact is the fog of war during an operation is not the same thing as legalistic hand-wringing and micromanaging from DC.
Hitler was in Paris in 1940. Churchill "failed" to get him. Tojo was in Truk in 1943. FDR "failed" to get him.
