I've been hearing calls lately why hasn't Osama been caught yet. What I don't understand is why aren't people concerned about why he wasn't caught from 1993 until Sept. 11th 2001? It's not like he just suddenly appeared Sept. 11th

Critics of the Clinton Administration claim that it had several opportunities to kill or capture BinLaden and that it resisted action because of an excessively legalistic, risk averse posture. Michael Scheuer, former head of the CIA BinLaden study group has made this charge in a book entitled Imperial Hubris. President Clinton himself had admitted in public statements that he would have wanted to capture BinLaden, but that when the opportunity presented itself, we lacked the legal premise for arresting and holding him.
