Generally no. Other people often do though. It's hard aim straight up, exactly 90 degrees, anything less results in the bullet coming down somewhere else (neglecting wind of course, but even then the angle would have to be "just right".

A man here in Houston killed his own young daughter that way, one 4th of July. He did PSA's against it for several years on the 4th and New Year's Eve.
