Did I miss something in this movie? I don't recall seeing any frustration from either the CIA or FBI over their not being allowed to share intel.

I think it's shown, but very subtle. This movie seems to be from the FBI perspective, and the frustration they show is from the bureaucrats, who rely on the CIA.
