Either way, depending on government agency. I have heard DCI and CID they are interchangeable as far as I have seen.

I thought the correct title was "Director of Central Intelligence", or DCI? It was at the time. Now the head of CIA is the DCIA (Director of the Central Intelligence Agency). The DCIA now reports to the DNI (Director of National Intelligence) as a result of post 9-11 changes. DNI Is Negroponte. This ODNI site has a good run down of the current Intelligence Community organization.
