One major source of the President's greatest power and influence, comes from their control of the budget. It's the first major thing he can do outside of vetoes and Executive Orders. But that couldn't be submitted until October 2001.

the budget. ... But that couldn't be submitted until October 2001. Actually it can be submitted much earlier, but it won't be effective before October 1. However the President can ask for a supplemental, which would go into effect as soon as passed and signed. President Bush did this to fund Iraqi Freedom, and IIRC, Enduring Freedom (Afghanistan).
