I would hardly call this a cave. They did some minor editing to appease the Clintons, but the overall effect is still in there.
And they left in Albright saying they informed the govt. about the action against OBL.

What they appear to have done is to insulate Clinton from most of the criticism. Instead, his underlings take the fall. Clinton is nowhere to be seen in the decisionmaking process.
