Because the cruise missiles had to fly over Pakistani airspace. Some of them didn't make it and fell in Pakistan.

Mad Maddie was afraid that Pakistan would think that missile flying overhead was sent by India and they would go to war with each other.

Pak then informed OBL and the rest is history.
