That scene has been modified. It was alot longer on the clip posted on the internet. If I recall, Berger sastated he couldn't contact the President at that precise moment and that he'd get back to them.

It did appear to be edited there...I originally said no, but it was a bit confusing at that point, so it may have been.
But, even if he did not hang up the phone, it still was very bad.
And they left in the part where Albright informed the Paks about taking out OBL.
Overall, even with some edits, this movie is VERY strong against Clinton.
