U.S. weighs financial markets disaster plan: report

.S. Treasury Secretary Henry Paulson has launched a review of disaster planning for the financial markets, the Financial Times reported on Saturday.

The move was prompted by concerns about Wall Street's ability to withstand a terrorist attack, natural disaster or flu pandemic, the newspaper said.

In one of his first acts in the post, the FT said Paulson had asked the president's working group on financial markets to assess the improvements made since the September 11 attacks on the United States five years ago.

The FT said there was continued Wall Street concern about the resilience of power and telecommunications services, adding the attacks exposed weaknesses in the industry's disaster planning and closed the equity market for four days.

Experts say financial services companies have improved the resilience of their operations, the FT said. But some senior Wall Street figures are concerned that the utilities, on which financial markets are highly dependent, have made less progress, it added.

U.S. Treasury Deputy Assistant Secretary Scott Parsons was quoted as saying the utilities had made "tremendous improvements."

But, he added: "We remain concerned about how to provide better resilience in telecommunications, which is the financial sector's single biggest dependency."

A Treasury Department spokesperson was not immediately available for comment on the FT report.

Where are the studies of the market's ability to withstand the Shanghai Cooperation Organization / The Axis of Evil? I've never seen such a study by either any "working groups" or official government. When I read the Financial Times and Wall Street Journal, I find that this topic of "what if the globalist utopia, like all past such utopias, reaches its bloody end?" is taboo. Like all others in denial, those addicted to the energy of this current utopia cannot form the ugly thought. That's sad. Real capitalists look harsh reality, history and futurity straight in the eye. We don't deny that war and human nature have not been retired, we don't claim to be past some mythical end of history, we don't claim the world is flat!! :)

They aren't studying to withstand it. They are studying as to how they can profit from it. Too many of our politicians, and political appointees, state and federal, have financial interests in China. Their allegiance lies with their portfolios, not the American people.

They have been going to meetings on 'diaster preparation and harmonization' for the past several years. In fact disaster planning across the three countries has been a feature of the plan to integrate Canada, Mexico and the USA into the NAU. You remember the Mexican marines coming to 'our' rescue during Hurricane Katrina's aftermath, don't you? All part of the plan to harmonize our countries and finish off the unique experiment in self government by the American people.

Don't forget that they set up the United Nations diaster centers here as well, to ensure that no 'human rights violations' occurred during the rescues. I don't believe they have left, either.

The United Nations has initially mobilized three inter-agency teams to work on logistics and coordination in conjunction with United States authorities, having been informed on 3 September of the United States’ acceptance of the Organization’s offer of assistance in the aftermath of Hurricane Katrina.

Additional deployments may occur within the next few days, given the United States’ decision to establish a larger inter-agency assistance hub in Baton Rouge, Louisiana and a forward aid distribution centre in Kessla, near New Orleans.

At present, a United Nations inter-agency liaison team is based in the United States Agency for International Development (USAID)’s Hurricane Katrina Operations Centre in Arlington, Virginia. In order to coordinate its response, the United Nations assembled an inter-agency task force on 2 September, chaired by OCHA, and composed of UNICEF, WHO, WFP, UNHCR, UN Human Settlements Programme (UN-HABITAT), and the Food and Agriculture Organization (FAO).

Based on the UN documents I have read and the fact that the U.S. has a disaster preparedness plan that needs some help, one of the key focuses of the September United Nations Summit will be on greater coordination and interconnectedness with regard to preparations. Furthermore, it fuels the public-private partnership mantra, opening the door to less representative government and more transfer of government.

U.S. Marines from Camp Pendleton, Calif., Mexican marines from ARM Papaloapan (A 411), Sailors on board USS Bataan (LPD 5) and Dutch sailors on board HMS Van Amstel (F 831), participated in one of the first international humanitarian efforts here, repairing D'Iberville Elementary School just outside of Biloxi.

The elementary school is currently being used as both a shelter and a food and water distribution center.

The Marines were not the only ones to come to the city's rescue. Help also came from across the Atlantic Ocean and the Gulf of Mexico. The Dutch Navy and the Mexican Marines also lent a hand to help rebuild two public schools in the community here.

A detachment of representatives from the U.S. Marines and the international military contingent were performing similar work a few miles down the road at D'Iberville Elementary School.

Mexico's contributions to Katrina relief include (but are not limited to) the following:

  • An Army convoy carrying relief supplies and almost 200 personnel arrived in San Antonio, Texas, on September 9. The supplies it brought include 2 mobile kitchens, each capable of feeding up to 21,000 people a day; mobile water treatment plants; and 15 trailers of drinking water.
  • A Mexican Navy ship carrying approximately 75 Marines and half a dozen doctors and nurses is in Biloxi, where its personnel are helping the crew of the USS Bataan with recovery and relief operations in southern Mississippi.

The Netherlands has provided a range of support for Katrina recovery, including (but not limited to):

  • Three water pumps to help drain flooded areas, with personnel to operate them
  • Water control experts to help inspect New Orleans' levees
  • A Navy frigate and approximately 200 crew, including medical personnel and rescue crews, is in Biloxi. The Dutch are working in cooperation with personnel of the USS Bataan and Mexico's ARM Papaloapan to deliver food and water to hurricane victims, provide security, and conduct recovery operations. Helicopter crews from the HNLMS Van Amstel have conducted a number of flights in support of these operations.

Another source known to Alex Jones called the Austin Police Department and they said that they knew about the armed troops. The police asked if the troops had threatened the caller. The caller said they threaten the sovereignty of the country and the police laughed and hung up.

Your barking moonbat site has some senationalistic additional claims:

Bizarre. Anyone debunk any of the claims as to FEMA cutting emergency phone lines? FEMA turning back the WalMart shipment of waters? The Coast Guard heating oil sitting in a ship at the port? The 600-bed hospital ship? FEMA is inept beyond words. To have done this stuff deliberately strikes me as above its level of organizational capability.

That being said...it was just insane to have foreign aid. With piles of our own relief supplies piled high...and waiting.

Especially egregious is the UN Human Rights monitors. Eeeeew!

I don't think I will be sending a thank you card to the Mexican Ambassador just yet. Particularly since their own reports imply fairly clearly that the relief, while well-intentioned (at least by the soldiers, if not the politicians who sent them hoping to curry browny-points), wasn't really necessary. IMO, this looks more like the Netherlands is protecting the financial interests of their own corporations on foreign soil--ours. So this is the new world that the "free traders" are bringing to us? Armed forces of foreign nations can enter our sovereign territory at will to protect their corporations? I guess that can happen when nations become 'regional markets' and sovereignty is overcome by trade agreements.

Also, since ABN AMRO is one of the largest loan orginators and servicers, then they must own a significant percentage of private properties in America.

Agreed. That is a reasonable working hypothesis. But my focus was on the actual utility. Did even their special expertise in pumping water really have any impact? Once the levee was sufficiently plugged, we immediately fired up our own pumping stations... Remember how the disaster-mongers claimed that it could be what, months before the city was pumped out?
