Part of the Cintra/TxDOT contract is still in the courts. A newspaper sued to make it available to the public and won the first round but Cintra and Perry got it back in court. So far as I know parts of the contract still haven't been made public.

What really gripes me about the PPP's is foreign companies are being financed by the U.S. taxpayers using the U.S. PPP's. If you are not aware of this take a peak at this website of the U.S. govt.PPP.

This page is really about Texas and the feds. However, scroll down to "Purpose of Experiment". Read the first couple sentences and see how our government has changed. It is too "burdensome" for federal employees to work.
