Small point, but if you read farther:

The result of this innovative collaboration included over $11 million in federal tax refunds, including $6.5 million in EITC payments and, when requested, free financial counseling and guidance to the survivors of hurricanes Katrina, Wilma and Rita.

In other words, roughly 40% of the money was "hard-earned," and roughly 60% was in the form of a credit. I'm not entirely sure how you expect the first sentence of the press release to be as specific as you desire it to be and besides, your wish is granted by the two sentences later.

You did just fine considering the opening statement and 99% of the article were about the EITC giveaway.

I'm sure most knowledgeable folks knew what you were talking about.

Scary, very scary stuff.

Very secret stuff like the Trans Texas corridor.

Hopfer said the project is expected to cost about $2.5 billion and is being backed by an investor group that he declined to identify.

I love the 'unnamed investor group'. What's with all the secrets. If it's such a good deal, publicize it, parade it around, don't hide in the shadows as if it's wrong or shady.

Well, I read about the PPP in the UNECE papers. It is just another scam on the taxpayers.

It appears that there may be a little rift going on between the Clinton and HW Bush as Bush is only mentioned one time. I thought they were "best buds". I wonder what happened to all the money donated to them. It has been a year since Katrina and you haven't heard much about their foundation helping many people.

Part of the Cintra/TxDOT contract is still in the courts. A newspaper sued to make it available to the public and won the first round but Cintra and Perry got it back in court. So far as I know parts of the contract still haven't been made public.

What really gripes me about the PPP's is foreign companies are being financed by the U.S. taxpayers using the U.S. PPP's. If you are not aware of this take a peak at this website of the U.S. govt.PPP.

This page is really about Texas and the feds. However, scroll down to "Purpose of Experiment". Read the first couple sentences and see how our government has changed. It is too "burdensome" for federal employees to work.
