Somebody over at the WH is smoking weed this morning to request time for THIS trivial announcement.
Apparently, this was a regularly scheduled speech on the WOT. He wanted to announce plans about Gitmo, too and that is why he has the 9/11 survivors there. I think something else must have happened since this event was planned that he would want to annouce it to the nation.
