I'm not sure when it started exactly, just that it's not unique to the Bush administration. I think it is more prevalent now, but I think it's more a function of the number of news outlets.
Let me be clear that I agree that all outlets should cover these things; it would be harder for people to simply tune it all out, and they might actually learn something.

THis program has saved many lives. We have no doubt that there would have been numerous SUCCESSFUL terrorist attacks in the United States without this program. THis program has undergone numerous reviews by the Justice Department.

I think this has Karl Rove strategery written all over it.....we are beginning to see progress in teh senate and congerssional election polls for the Republicans and Karl knows the terrorist stuff motivates voters. Bush is now framing the successes he and the "Republicans" have achieved because of THEIR actions regarding the war on terror.
Primers like this are vital to the survival of our policies regarding sounterterrorist activities. Bush on the offensive here is a political move and a damn good one.

Supreme Court determined that military tribunals are appropriate places to try terrorists. Today I'm asking Congress to establish commissions to try terrorists.
We put forward bill to assure commissions are established in such a way that terrorists are tried but still protect American people.
