More like "rolling up the operation." What he's basically doing is showing that the current Intel programs are making huge progress, and stopping real operations against us. This is a direct counter to the "doing nothing" arguments of the Dems.

I was able to see part of the speech. He's doing a great job of laying out the reasons for policy. He looks angry, very determined.
I don't know, but this does not sound like big news. Maybe it settles an outstanding constitutional issue, but it sure isn't going to cause much excitement. Maybe it's a big deal in the White House.

I signed the detainee treatment act last year and as we implement this law we will use every lawful method at our disposal to stop attacks.
The CIA program has held a limited number of terrorists and once the terrorists have been found to have limited value - they are returned to their countries. Others have been accused of crimes against the American people and we will prosecute these men.

Keep on keeping on President Bush, we need you out there telling the American people what's urgently important to our security.
Ah. It sounds like the NYT is about to publish another act of treason, maybe telling people that the CIA keeps terrorists up at night (torture). If that's what's going on, hopefully he's angry enough to have them charged.
This is a great speech! Two days in a row. It just sucks that he has to spoon-feed this to the American people.
