Primarily that she dared to defy the Republican Party leadership when they ordered her not to run.
Her "baggage" was all the wimpy, girlie-men who didn't have the guts to get into the race; so when a woman had to jump into the fray, all the GOP "men" could do was criticize her and say she can't win.
Why didn't Jeb get in the race? Same reason Rudy didn't challenge Hillary; I suppose.
Now, we need to shut up and get behind her.

Her beyond terrible poll numbers against Nelson. Is this a trick question?
She faithfully and correctly performed the duties of her office as an elected Florida state government official in regard to the presidential election of 2000. Not one person has credibly alleged that she did otherwise.
But candidate Bush won that election, and that is the sum and substance of her "negatives." The shame of the GOP is that no leading Republican has come to her defense, not even by publicly stating that her role in the 2000 election was simply to ensure that the laws of the State of Florida governing presidential elections were properly executed.
Her negative baggage is that she isn't the RNC's selection. Seems the RNC is now in the business of nominating candidates, not the primary voters.
