I would not take this "invitation" lightly. In Islam, you can't just start waging jihad. First you have to invite the people to Islam, if they refuse then the head rolls. This nut job could just be talking smack, but if he is serious in his belief of Islam , all those mentioned should take heed.

He is calling for the assassination of those named individuals, by whichever Muslim can can close enough, unless they immediately convert to Islam

Indeed, here's a quote from one of the Jihadies on our own soil:

"The obligation of Allah is upon us to wage Jihad for the sake of Allah. It is one of the obligations which we must undoubtedly fulfill. And we conquer the land of the infidels, and we spread Islam, by calling the infidels to Allah. And if they stand in our way, then we wage Jihad for the sake of Allah."
