Exactly! lure those poor old white bread retired Alzheimer's folks out of their homes and get them down to the third world to spend their golden years, meanwhile back in the good old U.S.A Hernando, his wife and their twelve kids have moved into the old home place and bingo the government gets exactly what it wants. Electoral and population replacement.
