I wouldn't consider 51% most.
I take it you don't watch the Senate very often.
In my dictionary here, a definition of "most" is "the majority of". "Majority" is defined as "a number or percentage equaling more than half of a total". Therefore, calling 51% "most" seems to make sense to me.

If you had 100 people, and had 51 stand to your left, and 49 people standing to your right, wouldn't most of the people be to your left?
