Then why not say "Puerto Rican"? Why the tortured syntax?

(BTW, my real name is pretty mixed - my given name is Scandinavian, my maiden name is Irish, and my married name is Czech.)

Because there are white Puerto Ricans but the chances of finding one in Philly is pretty small.

There has always been a large Puerto Rican community in Philly.
Ten years ago they would just have said Hispanic and everyone would have known thats what they meant.
But with the influx of Illegals from Mexico and Brazil into the region I suppose they now have to put "Black Hispanic" in order to differentiate them
