By a massive amount of new borrowing? Why not pay out of the existing general fund? But only in California can you deny reality. We have maxed out our credit cards and are going put more on another one. Just wait til there's a recession.

CA has the worst roads in the nation. The MUST be fixed and this is the only way to do it. No, it's not the only way to do it--that's why the majority of Republican legislators voted against these bonds.
Remember the Republican plan--Pay as You Go? Instead we have the Perata (D) plan.
Besides, it has been demonstrated that very little of the bond money would go for actual roads. Pork, Pork, Pork.
