My guess is that some type of negotiations is going on with Iran. A litmus test if that is correct will be indicated by the statements Bolton will have today evening or tomorrow.
The final day for the answer from Tehran regarding the nuclear issue is formally today. As the WH is anticipating a positive final answer from Tehran 1 second before the implementation of the sanctions to be discussed at the Security Council next week they have allowed Khatami to visit, i.e. to have a back channel in case that nothing happens.
We should not forget that the economic situation in Iran resembles the situation in the former Soviet Union prior to Gorbachev.

Sanctions would be important even politically, but they aren't and won't be. What sanctions btw?

It does, doesn't it? Not as meaningful and Soviet Union isn't comparable to Iran and Gorbachev isn't Khatami.
But hope you are right.
