Dr. Robert Hare estimates that about 1 percent of the population consists of psychopaths but that the majority don't become killers for a variety of reasons. I think gangs may be providing a way for psychopaths to meet, concentrate, and for the dangerous killer psychopaths to push others over the edge into that category. Attacking random strangers for stupid reasons along with the attempted rapes suggest people that aren't right in the head.***
