Just wondering what would be the reason a traffic infraction would go to municipal court rather than traffic court?

In Houston, traffic violations go through the municipal court system. (Take my word. I know from traffic tickets.)

I'm not sure what you are referring to, but since about eight years ago the State of California restructures its court system. The Municipal Courts were unified with the Superior Courts in each county for the whole State of California. So the only court is the Superior Court. For the larger counties, and maybe the smaller ones as well, there will be separate Small Claims, Traffic, Family Law, and other Departments.

Traffic court is handled in municipal court by muni court judges.

Muni court = misdemeanors, Superior Court = a felony handled at the state level. Federal court, you get the picture.
