My understanding is that there is still no exception for religious conscience. Arnold signed it. In that respect, Arnold has endorsed coercive State powers to be exerted over churches as places of "public accommodation." Arnold signed it. If such limitations aren't explicitly prohibited in the bill, those powers will soon be incorporated by the courts and everybody with half a brain knows it; IOW, it may be "watered down" now, but it won't be for long. This bill only applies to state agencies and those who receive state funding.
