I don't understand then:
What is the International Red Cross and Red Crescent Movement?
The International Red Cross and Red Crescent Movement is a phrase that symbolizes the unity of all Red Cross work carried out by the International Committee of the Red Cross (ICRC); the International Federation of Red Cross and Red Crescent Societies; and national Red Cross and Red Crescent societies or their equivalents around the world, including the American Red Cross; and the Magen David Adom in Israel.

How are the International Federation of Red Cross and Red Crescent Societies and the International Committee of the Red Cross different?
The International Federation of Red Cross and Red Crescent Societies (often called the Federation) is an umbrella organization of national Red Cross and Red Crescent Societies that coordinate relief efforts throughout the world occurring outside the theatre of war and other forms of armed conflict.

The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and internal violence and to provide them with assistance.

(I added some underlining and took out some internal linking) It seems to me that there is some closeness between the two organizations. And in any event the anti-religion behavior I saw in LA is a problem whther or not the American Red Cross coooperates with the ICRC.

I want to stress, this is a Problem for me. Of course I want to help in a crisis. But if the Red Cross is going to treat me like a child, be massively inconsistent in their training requirements, and generally be a PITA, I'm going to have to find some other group to work with. That's partially why I'm working on my EMT certification.

NO difference. The International Red Crosses are the organizations whose ambulances have been used in Iraq and Palestinian disputed areas to transport terrorists and whose mouthpieces condemn US as war criminals in Guantanamo. They are complicit with the terrorists and the we-hate-America-crowd .

OTOH the American Red Cross is a separate org which may be inefficient and wasteful at times but they are not in the business of enabling terrorists.
