Bolstered by the support of a second permanent U.N. Security Council member, Venezuelan President Hugo Chavez on Monday took his campaign to win a seat on the council to Malaysia. He faces strong opposition from the United States.
During a six-day visit to China, the populist leftist won Beijing's backing for Venezuela's bid to be elected onto the 15-member council in October. Russia earlier agreed to support Venezuela.
Washington is adamantly opposed to the seat going to a country sympathetic to some of America's biggest foes, including Iran, North Korea and Cuba.
The nuclear ambitions of Iran and North Korea in particular are expected to remain high on the council's agenda for the foreseeable future, and Caracas earlier refused to support an International Atomic Energy Agency (IAEA) resolution to send the Iranian nuclear issue to the top U.N. body.
Traditionally, U.N. regional groups put forward consensus candidates to hold the 10 non-permanent seats on the Security Council for two-year periods.
In this case, however, two candidates -- Venezuela and Guatemala -- are vying for the seat. Because the region has not submitted a single candidate, the General Assembly will decide in a secret ballot vote, with the winner requiring a two-thirds majority.

IF there is another American seat it should be Brazil. But my first complaint is to combine England, France, and Germany into one EU seat.

THE ASSOCIATED PRESSUNITED NATIONS -- More than 50 years after Israel became a member of the United Nations, it will finally get the chance to be represented on key U.N. bodies in New York.
For Israeli U.N. Ambassador Yehuda Lancry, acceptance into one of the U.N. regional groups that decides on committee memberships marks a turning point in the Jewish state's stormy relationship with the United Nations and an end to decades of isolation.
For U.S. Ambassador Richard Holbrooke, it marks the end to a grave injustice and a victory for the Clinton administration, which decided to publicize a decades-old, behind-the-scenes campaign to find a region that would accept Israel.
Under U.N. rules, regional groups decide who fills the 10 rotating seats on the Security Council and other key U.N. committee assignments. Israel was the only U.N. member that was not part of a regional group, because Arab nations have repeatedly blocked its admission to the Asian Group -- where it belongs geographically.
Last Friday the U.N. regional group of European, North American and other countries invited Israel to become a temporary member, with some conditions. On Tuesday, Lancry sent a formal letter of acceptance to the Netherlands' U.N. Ambassador Peter van Walsum, who currently heads the West European and Others Group, or WEOG, as it is called.
Why, after years of opposition from several European countries, was Israel finally admitted?
Lancry said Israel started campaigning for membership in WEOG after the 1993 Oslo accords, which laid the groundwork for the current Middle East peace process, but without success.
Soon after Kofi Annan became U.N. secretary-general in January 1997, he raised the issue of Israel's exclusion. On a visit to the Middle East in March 1998, he said, "this anomaly should be corrected" and insisted that the equality of all states be upheld.
Lancry credited Annan's "exceptional courage" and Holbrooke's formidable diplomatic skills in expressing the Clinton administration's determination "to put an end to this longstanding inequity."
When I was looking for information on this a few years ago, Israel still hadn't been included in a region permanently. They were being allowed into the region they belonged in BECAUSE the arabs wouldn't let them in. The arabs told the U.N. that they would leave the UN if Israel were admitted into their group, which is the group that Israel belongs in.
Also, I'm curious as to the CONDITIONS attached to their TEMPORARY inclusion. Is Israel allowed to rotate into a vacant seat? One needs to belong to a regional group to allowed to rotate in. But, is temporary enough or not?
I did find this, which is disturbing:
Israels membership to the WEOG was initially limited. Israel was not allowed to present candidacies for open seats in any UN body for two years and was not permitted to compete for major UN bodies, such as the Economic and Social Council, for a longer period. Also, Israel agreed it would not seek membership on the UN Security Council through WEOG.In 2003-2004, Israel was successful in presenting candidates for six UN posts. Israel has also twice assumed the rotating chairmanship of WEOG. Israel was originally asked to reapply for membership every four years, but, in 2004, the first time Israel reapplied, it was granted an indefinite extension.
Besides these restrictions, Israel is only allowed to participate in WEOG activities in the New York office of the UN. Israel is an observer, but not accorded the rights of a full member in WEOG discussions and consultations at the UN offices in Geneva, Nairobi, Rome and Vienna; therefore, Israel cannot participate in UN talks on human rights, racism and a number of other issues handled in these offices. Israels next goal is to gain access to the other UN offices around the world.
In the future, Israel still hopes to gain membership in the Asian group.
So, Israel STILL cannot rotate into the Security Council and is still NOT treated as a full member with full member right, BUT HER ENEMIES CAN! All because her enemies hold the UN hostage by saying they will leave the UN if Israel is allowed to take her place in the regional group to which she rightfully belongs.
Only Arabs are crazy enough to warm to Hugo Chavez's lunatic-left ideas. They fit together like lips and teeth.

China is doing nothing for us. They're in the driver's seat.

The tax cuts are deferments. Bush did not cut expenses. The ensuing deficits are financed by bonds, many bought by China. Also, China soaks up the deficit money that would cause more inflation here, substituting the American currency with cheap goods.
