Unknown creature found by soldiers(Russia)-Cryptozoology

This creature was found by Russian soldiers on Sakhalin shoreline. Sakhalin area is situated near to Japan, its the most eastern part of Russia, almost 5000 miles to East from Moscow (Russia is huge). People dont know who is it. According to the bones and teeth - it is not a fish. According to its skeleton - its not a crocodile or alligator. It has a skin with hair or fur. It has been said that it was taken by Russian special services for in-depth studies, and we are lucky that people who encountered it first made those photos before it was brought away.

That's about as close as I can come to figuring it out. I thought, a fake using a horse head, but no nostril holes and the teeth don't seem right. Rib cage too big for alligator. Long prominent spine indicates a creature that swims. Holy cow, about all that is left is ambulocetas.

Okay. I'm convinced. The sideview of the teeth match. The three little indentations below the front teeth also match. Do whales have hair?

teeth are akll wrong. The teeth of the one they caught look slike it eats seaweed and vegetation, not fish.

The teeth look all wrong for a seacreature. At best it must only eat seaweed or other vegetation, there is no way those teeth are used for catching fish, or small crustaceans like shrimp. They are also not used to catch anything that moves very fast.
The teeth are more like those of a horse. )but the skull has no nostrils)

The teeth are all wrong for a whale. Whales have several layers of very sharp teeth to filter krill and shrimp.
