Well, maybel. But it could be that he has no qualifications either. If he hasn't proven his knowledge in some venue, how can he claim to be an expert?

Good question - why don't You ask the five judges who accepted him as an expert witness?

Anybody can be an expert. Just have to say it loud enough.

Of course the real proof is in the pudding. Is his information confirmed by other sources? Do any predictions he might make prove correct? Stuff like that.
