Leaving aside questions about the SPP, why would any foreign company be given the right to collect tolls on this highway for FIFTY years?

Leaving aside questions about the SPP, why would any foreign company be given the right to collect tolls on this highway for FIFTY years? Because they are building the highway. If not that many people use the highway, then the company, and not the local government, loses money.

Because they pay to build and operate it system. the state can take that right away if they fail to live up to the agreements and the state can build more highways and fix roads and bridges that gas taxes wont ever cover.
