Or at least paid for it. That is how it is supposed to work....if not, governments and/or their agents would have a wonderful time just taking what it wanted when it needed it.

if not, governments and/or their agents would have a wonderful time just taking what it wanted when it needed it. You mean like the NO police officers who were all over the news stealing carts full of merchandise (games/DVDs/etc.) from WalMart who were later cleared of any wrongdoing (and I don't believe they had to pay any restitution to WalMart either).
