I think compulsory military duty after High School or a draft would be a good idea in order to spread the "ownership" of the war. I would use the non-volunteers for non-combat roles. Let the volunteers do the fighting. They are more likely to have the right mind-set for it anyway. There are plenty of support jobs that need doing that could be filled from a draft or compulsory service.
