No. I've seen it other places too. Something happens and before an investigation is complete, we hear "not terrorist related" I can't remember who, (so much has been happening lately) but I heard an official report last week of, "no indication of terrorism at this time, but we are investigating". Much better IMO.

That's a standard reply. And it's almost always appropriate. Unless one tends to believe the government's trying to sweep everything under the rug.
