You are correct.

I was thinking that the Buffalo area has two Great Lakes that are handy for smuggling by boat and many bridges for access.

I think Chesapeake Bay may have a longer coastline and more useful inlets and rivers than Lake Erie and Ontario combined - and far better weather in the winter. The area is also accessible to more convenient air and water ports and major population centers.
