I'm just confused as to why someone would use such a powerful term and then precede that powerful term with the word(s) "mini" or "miniature." If the clashes don't even rise to a miniature civil war, as it seems he's saying, why use the term "Civil War" at all -- which is sure to get folks riled up for nothing?!
