Arnold will sign the no cell phone in the car bill. Also the no smoking with kids in the car bill. I anticipate calling my local Police and saying, " I just drove past your station, I'm smoking with three kids in the car, I'm talkin' on my cell, and I'm throwing old batteries out the window. Catch me if you can!" (They can't). Most California laws are not enforceable.
