If they are "known affiliates" then a warrant would be a piece of cake. A warrant issued by whom? FISA agrees that the NSA doesn't have to go to them...and what court has the authority to issue a warrant that is valid outside of the United States and its territories?

You don't need a warrant for purely foreign eavesdropping. Thats not what I'm concerned about.
