It looks like the infamous el chupacabra
A generation is 25 years, so you do the math. 12 - 13 is getting up there for a dog that size, so he was probably into his declining years and slowing down, which would explain why he got hit.
Personally I think it looks more like a chow-coyote mix than a wolf mix.
If you look at the picture closely, I the tongue *is* sticking out.
It's covering the points of the fangs and that's what's making the teeth look so odd.
The tongue is blue with patches of pink.
