Could it be lack of evidence?

Everyone is so quick to convict here that even when the investigating authorities publicly state they have no evidence the assumption is still one of guilt. I don't know if I should laugh or cry.

you can always claim "lack of evidence", if the investigation is cursory. that's what investigations are for - to obtain evidence.
