IIRC the US Coast Guard had a similar problem in Washington a while back. It was traced to some television sets.

I remember hearing about something happening weird like this with the culprit being heating oil furnaces phoning for service, with this mechanism no longer supported. Perhaps it was just one of those urban legends...

overheated electronic components change values and can change the frequencies. either base freq or its harmonics.
Turning off the unit allowed the components to cool off bringing their values back to near normal.

I don't understand this stuff. When I had a dial-up Internet connection, I had two phone lines. When I switched to DSL, I unplugged the devices that connected to the second phone line. My second phone line then started placing 911 calls.
The police did respond. After two days of that, I figured out that I needed to get that phone line cancelled ASAP.
What makes phone lines transmit signals without any initiating action?
