Living in Qatar there is a constant battle with men staring. Workers actually gawk and refuse to turn away when you catch their eye. We western women are a challenge to 'em. A couple of times when I've been scrutinized a little too closely for comfort and when they won't break the stare when I look right at them, I just lower my gaze to right below their belts.
Works like a charm. ;-)
