Hmm. Were they planning to make a big bomb by daisy chaining the lithium ion batteries or, multiple smaller "cutting charges" to sever the mail cables?

Well, the #1 way of detonating IEDs in Iraq is with a cell phone wired into the detonator. And since the Treason Times announced that the NSA was listening in on calls going outside the country, what better way to call phone numbers that might be on the watch list than with a cell phone with no way to trace the call back... Or if there's a roaming wiretap that's been approved, just how will it be implemented if the people that are being "watched" keep changing their cell phones with different phone numbers every call or two...

I would think the cell phone would be used as one component (igniter to a kindling) for a larger cutting type device to be used on the cables.

Don't know, but they were separating the batteries, the phones and the chargers into separate boxes in the van when they were caught. That made me think the batteries were what they were actually after, but an explosives expert would know better, I'm sure.

My understanding is that lithium batteries are internally fused to prevent explosion from a short circuit.

MarkL has it nailed. Cell phones are prime terrorist weapons. Financial arrangements, conversations, etc can be done on one phone per call, hence no tracing.

In addition, they can be used as triggering devices. One of the primary defenses is to interfere with the signal, or shut signal down, which could be what occured in NYC the other day, just to thwart any potential triggering calls.

This is one thing that Isreal uses to their advantage at times, dialing random cell numbers. It can catch a Mazi in the midst of building a kaboom!
