Oh no. Whatever they do, don't put this guy in charge of public safety in any capacity! On the other hand, cranky dispatchers would have made his life miserable.
Maybe he could oversee report writing or something? Anything but out on patrol.
No problem, at least a bad one got caught and made room for a good one.
I would make him a telephonic report writer and have a hard assed Sgt supervising him. It would drive him nuts.

There ya go. We found the answer to the problem that they were seeking.
The Los Angeles Police Department is under court order to increase "diversity". As a consequence, applicants who are declined employment by the department's hiring process are hired anyway by the city's personnel department. A majority of officers involved in the so-called Rampart Scandals were officers the department had declined to hire.
It'd be interesting to know whether that also applies to this guy.
As I understand it, some applicants would not have been hired because of some problems in their past with arrests. But because of diversity, they were hired anyway. I believe that was part of the problem, or at least the genesis of the Ramparts scandal.

IMO, the Governmental waste, fraud, abuse, and incompetence caused by affirmative action is one of the greatest criminal operations ever carried out by any entity.
18 months from now will be a small story published on a friday before a 3 day holiday weekend that a civil case was settled out of court by this guys victems for an undisclosed amount of money. Really what does the city council care, they will just raise taxes.
Could be an anchor baby, but who knows.
I remember reading that at one time, the LAPD set the standard, even worldwide - agencies would visit from all over the globe to see how things were done. They were that highly regarded. I don't know what happened, particularly. But I sure wouldn't blame the LAPD.
This is just the tip of the iceberg as far as cops framing innocents with planted drugs. Forfeiture law heavily encourages such behavior.
The important thing was that he was CAUGHT on camera making a false arrest. Whatever else happens, he's toast.
